That act requires the government to make records public. Privately-owned ISPs are not the government.

There are tools to find the general region (the city, maybe), but that's as precise as you're gonna get.

What type of "Problems" are you experiencing here?

Depending on what is happening, there are options for some things, but tracking the IP to a specific person is very difficult.

Yeah, without some sort of Government warrent, finding personal info like that is close to impossible. As for region/city, you can check a site like this one can find the lcation of the closest hub to that sepcific IP address.

This site will probably get you as close as possible for free. To get an exact address you would need the ISP to cooperate which is extremely unlikely, but if this person is breaking their TOS you can report them. Edited by naraku9333
