Windows XP has the same setup. If you op to join the improvement program. M$ will monitor your usage using XP.

Most people op not to join during setup on either OS when installing.

This is showing others where to check and turn it off in Vista if they want to. It is not turned on by default, you have the option to set it during install. If you choose to join the improvment program, your usage and surfing habits will be sent. No vital information will ever be included.
